Since 1996, Gécamines has begun forming joint ventures with mining companies from the United States, Australia, Canada, Belgium, and other countries to co-develop its mining areas. Companies such as the American firm Dodge, Australia's Anvil and Chemaf, and Canada's First Quantum established joint ventures with Gécamines, leading to the development of copper mines like Mutanda, Kamoto, Frontier, Tenke Fungurume, and Dikulushi. However, due to Western concerns over political instability and the wartime destruction of infrastructure—including roads and railways—investment remained cautious. As a result, the mining industry in the DRC grew only gradually, with copper output rising from 70,000 tonnes in 2005 to 420,000 tonnes in 2010. Below, we summarize Western investments in the DRC mining sector prior to 2010. Please note that after two decades of changes, ownership of most copper mines has shifted, and the information in the table does not reflect the current situation.

After 2008, Chinese companies began large-scale investments in the DRC mining sector. In 2006, the DRC government initiated dialogues with the Chinese government regarding infrastructure financing. By 2007, the Chinese government and the administration of Joseph Kabila reached a "mineral resources-for-infrastructure" agreement. Following the financial crisis and the decline in commodity prices after 2013, international mining giants faced operational difficulties and were compelled to divest assets to maintain liquidity. At the same time, growing demand for refined copper in China after 2002 drove the need for secure copper supplies. Propelled by these factors, Chinese enterprises entered Africa to secure high-quality mineral resources, achieving significant successes over the past decade. Key players include China Railway Resources, CMOC (China Molybdenum), Zijin Mining, China Minmetals, CNMC (China Nonferrous Metals Mining Group), Jinchuan Group, and Shengtun Mining.

Product Applications

China Railway Group Limited (CREC) operates three copper-cobalt mines in the Democratic Republic of Congo (DRC): Sicomines, Luishia, and MKM. These mines hold combined copper resources of 7.7217 million tonnes and currently produce approximately 300,000 tonnes of cathode copper per year.

The Sicomines copper-cobalt project represents a successful "resources-for-infrastructure" model between China and the DRC. In April 2008, CREC led a consortium of Chinese investors to sign an agreement with the DRC government under a "Resource Capitalization Package Cooperation Model." Under this agreement, Chinese companies were responsible for financing the construction of infrastructure projects across the DRC—including roads, railways, hospitals, schools, and dams—in exchange for the mining rights to the Sicomines deposit.

Sicomines Mining Corporation (SICOMINES) was jointly established to develop the mine. The shareholding structure is as follows: CREC holds 41.72%, PowerChina holds 25.28%, Zhejiang Huayou holds 1%, and DRC state miner Gécamines holds 20%. The total project investment amounts to US$6.664 billion, with US$3.664 billion allocated to the mining project and US$3 billion to the infrastructure projects.

Located in Kolwezi, Lualaba Province, the Sicomines mine comprises both sulfide and laterite (hydrometallurgical) ore types. Proven metal resources contain 7.2207 million tonnes of copper at an average grade of 3.13%, and 572,100 tonnes of cobalt at an average grade of 0.25%. Sicomines is a brownfield site originally mined as early as 1980 before closure in 1993 due to flooding. CREC resumed construction in 2013, developing the project in two phases: Phase I commenced production in 2015 with an annual output of 125,000 tonnes of copper metal, while Phase II was completed and operational by December 2021, designed to produce 253,500 tonnes of copper metal and 5,180 tonnes of cobalt (in crude cobalt hydroxide) per year at full capacity.
